Delaware Governor Signs Stay at Home Order to Confront the Novel Coronavirus (COVID-19) Pandemic

On March 22, 2020, and consistent with surrounding states, Delaware Governor John C. Carney issued a “Stay-at-Home Order” to enhance previous state directives and address concerns with the increasing number of novel coronavirus (COVID-19) infections. Pursuant to the Fourth Modification of the Declaration of a State of Emergency for the State of Delaware Due to a Public Health Threat, certain businesses, establishments and enterprises operating within the State of Delaware have been deemed “essential” or “non-essential.” Essential businesses as enumerated in the order may continue to operate, but must follow State and Centers for Disease Control and Prevention (“CDC”) Coronavirus (COVID-19) guidelines, including recommendations for social distancing. All non-essential businesses in Delaware are required to close at 8:00 a.m. (EDT) on March 24, 2020, and remain closed until after May 15, 2020, or the elimination of the COVID-19 public health threat.

- Healthcare
- Law Enforcement, Public Safety and First Responders
- Food and Agriculture
- Energy
- Transportation and Logistics
- Public Works
- Communications and Information Technology
- Essential Government Functions
- Manufacturing
- Construction
- Necessary Products Retailers
- Necessary Retail and Services Establishments
